I'm looking for a wedding photographer. Do the negatives become mine or are they the property of the Photographer?
In the U.S. negatives are the property of the photographer, but in Canada it can belong to either, at the photographers discretion. For reasons of quality control, most photographers in Canada WILL NOT supply negatives.

What qualities should I look for in a wedding photographer and/or videographer?
A Good wedding videographer will shoot on either Hi-8, S-VHS, Mini DV or Digital 8. All of these formats offer very good to excellent picture quality and hence offer less generation loss when editing down to VHS. Keep in Mind that Mini DV or Digital 8 will generally cost 25 - 35% more as these tapes, cameras and editing units designed for these formats are more expensive. Do see how comfortable you feel with the person during the consultation and if they (the owners) come out themselves on your big day, rather than sending out an employee(s). This ensures you piece of mind of the quality of work you are getting. Do ask if negatives are available and (if shopping for both services) if photo/video packages are available. This will often cost less than hiring both services from 2 different companies.

Is it better to hire someone who says they offer 2 camera wedding video production?
Most definately. 2 cameras offers far more footage and versatlilty from which to edit from, especially for the ceremony.

The church where we are getting married is quite strict and we were told videographer will not be allowed to be on the alter during the service. Will this have an effect on the outcome of my final wedding video?
Perhaps slightly, but not enough for you to worry over! Most experienced photographers and videographers are aware of these limitations and upon attending the rehearsal, will try and adjust themselves accordingly. If you know of any such church restrictions do mention this when meeting with the photographer and especially the videographer.
